The disposal of the emergent accident is a dynamic process,simulation of the process by GIS could not only make the emergency plan understandable but also help test and improve the plan.This paper presents a new dynamic simulation technique using complex symbol integrated with symbol animation.The components in emergency plan are expressed by symbol mark,furthermore,symbol animations are added to simulate dynamic components' change over the time,in addition,a player is introduced to play the plan data.
