Abstract

This paper discusses the method of constructing the criterion matrix of a monitoring network and method of solution for the second-order design of the monitoring network.By rotating the first principal components,the criterion matrix is construct.After com-paring several kinds of algorithms,the author proposes a new algorithm of solving SOD problems——the algorithm of sequentias rotation.Using this algorithm,we can obtain good observation plan.
